from law enforcement. Used to position the steering wheel like that and slide my clip board in to use as a lap top tray for typing reports (while parked naturally) before the Dept finally acquired enough laptops to mount them in the cars. I would hope this is similar to the intended use. But the reviews and ideas are definitely worth a laugh or two.
